Certificate Requirements for Imported Foods (¼öÀÔ½Äǰ °Ë¿ª¼­·ù ±ÔÁ¤)

 

¹Ì±¹»ê ¼öÀÔ½ÄǰÀÇ Åë°ü½Ã Á¦ÃâµÇ¾î¾ßÇÏ´Â °Ë¿ªÀÎÁõ¼­(Sanitary Inspection Certificates) °ü·Ã ±ÔÁ¤À» °£·«È÷ Á¤¸®Çß½À´Ï´Ù. ¹Ì±¹Ãø °ø±Þ»ç¿Í °Å·¡ÇÏ½Ç ¶§ Âü°íÀÚ·á·Î »ç¿ëÇϽʽÿÀ. ´Ù¸¸ º» ±ÔÁ¤Àº 2003³â 12¿ù ÇöÀçÀÇ »óȲÀ̹ǷΠÃßÈÄ ±ÔÁ¤»ó º¯È­°¡ ÀÖÀ» ¼ö ÀÖ½À´Ï´Ù.

 

1. Red Meat Products: Red meat products must be accompanied by the following FSIS certificates (FSIS Form 9060-5 for every shipment and all or one of the FSIS form 9305-4, 9305-5 and/or 9305-6, depending on the type of meat used for producing the final product.):

  a. FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness (All meats must have this certificate)

  b. FSIS Form 9305-4, Certificate for Export of Meat to the Republic of Korea (For beef and beef products)

  c. FSIS Form 9305-5 (For pork and pork products)

  d. FSIS Form 9305-6 (For sheep and goat meat products)

 

Note: Form 9305-4, 9305-5, and 9305-6 are new certificates replacing Form 9305-3. It has been a requirement for unprocessed meat since October 1, 2003. These new certificates are also required for processed beef, pork, sheep and/or lamb products from December 1, 2003. If the processed product contains more than one ingredient (e.g., beef and pork), than they will be required to be accompanied by the respective certificates (in the case of beef and pork, 9060-5, 9305-4 and 9305-5). This form was changed in response to the BSE outbreak in Canada. As the United States is undergoing a comment gathering period on its draft proposal to allow live cattle imports from Canada, the current FSIS Forms may have to undergo another revision, depending on the outcome of the comment gathering process.

 

2. Processed Meat Products: Processed meat products such as sausages, hamburger patties and ground meat do not need to indicate slaughter information on the FSIS Form (9305-4, 9305-5, and 9305-6). These products are required to indicate only processing information. Starting December 1, 2003, the new Form 9305-4, 9305-5, and 9305-6 has been required for these products.

 

3. Livestock or Dairy Products: To get an exemption from quarantine inspection for livestock or dairy products that have undergone a pasteurization or sterilization process meeting NVRQS standards, one of following documents shall be furnished to confirm the product has been pasteurized or sterilized according to Korean standards:

  a. Health certificate issued by exporting government

  b. Manufacturing process verified by exporting government

  c. Notarized verification document issued by manufacturer

 

In response to the BSE issues, Korea has currently banned all ruminant animals and their products originating from 30 European nations, Japan, Israel, and Canada. Korea now requires certification that the imported ruminant or ruminant product did not originate from the countries listed by the Korean government as BSE outbreak nations.

 

Certification of a US product from "non-BSE origin countries" can be a statement issued by the U.S. government, or by a private entity that is notarized by a government agency, relevant organization or local Chamber of Commerce.

 

4. Poultry Products: Poultry products must be accompanied by the following two certificates:

  a. FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness

  b. FSIS form 9305-2A, Certificate for Export of Poultry Meat to the Republic of Korea

 

5. Fresh Products: Fresh fruits, vegetables and nut must be accompanied by:

  a. Phytosanitary Certificate, PPQ Form 577, issued by USDA/APHIS (Animal & Plant Health Inspection Service)

      In order to prevent unnecessary delays at the port of entry, it is suggested that the certificate issuance date be prior to the departure       date of shipments. In any case, the inspection date on a certificate must be prior to the departure date.

  b. Some fresh products are currently prohibited from being imported into Korea. NPQS should be consulted about specific

      requirements for each particular product.

 

6. Frozen Fruits and Vegetables must be accompanied by either one of the following:

  a. Certificate of Quality and Condition, Form FV-146CS issued by USDA/AMS (Agricultural Marketing Service)

  b. Export Certificate PPQ Form 578, issued by USDA/APHIS

 

7. StarLink-Free Certification

In December 2000, after KFDA detected StarLink protein in U.S. corn shipments, imports of food-grade corn and food products containing corn were required to arrive with a StarLink-free certification issued by the exporting country. For bulk corn shipments, such certification should be issued by GIPSA(Grain Inspection and Stockyards Administration)/USDA. For processed food products containing corn as one of its ingredients, certification can be met with a letter, statement or certificate issued by the manufacturer or the exporter stating the raw corn ingredient was "StarLink-free." All U.S. origin food grade corn and food products containing corn must be accompanied by a StarLink-free certification at port of entry.

 

8. Organic Certification

The definition of ¡°organic agriculture¡± in Korea is identical to that in the U.S., which is based on CODEX standard. Imports of processed organic foods from the United States are required to arrive with the following certificate:

  a. An "Original Transaction Certificate" issued by a U.S. government accredited certifying organization (the list of all accredited certifying organizations recognized by USDA can be found in: www.ams.usda.gov/nop/CertifyingAgents/Accredited.html) that certifies that the specific shipment lot is organic, with information on the lot number and volume.

  b. Besides the above, a certificate issued by an internationally recognized organic certificate organization such as a member of the International Federation of Organic Agriculture Movements (IFOAM) are also recognized by KFDA.
